The government is "already preparing" for its next flight to take asylum seekers to Rwanda, despite last nights last-minute intervention by European judges.
Thérèse Coffey, the Work and Pensions Secretary, said ministers were surprised and disappointed by the decision from the European Court of Human Rights.
The court ruled late last night that the migrants should not be deported to Rwanda to be processed.
